FIFA has introduced 11 World Cup-specific law measures covering timewasting, substitutions, VAR checks and player conduct. The changes include countdowns for restarts, stricter substitution exits, wider VAR scope and possible red cards for certain protests.

Pierluigi Collina wants faster matches and fewer decisive errors, with several measures likely to appear in domestic leagues next season. VAR can review some corners, second yellow dismissals, attacking fouls before restarts and mistaken identity calls.
