Four major European football bodies have jointly urged public authorities to stop using blanket away-supporter bans as a routine safety measure. They endorsed Council of Europe guidance favouring individual accountability and restricting collective bans to exceptional, evidence-based circumstances.
The joint position followed UEFA’s Safety and Security Conference in Madrid and years of disputed supporter exclusions across Europe. The groups also called for stakeholder consultation, timely communication and fair treatment when authorities consider restricting travelling fans from matches.
